Lt. Col. "The exercise was designed to test the systems we face with a challenge that is beyond Evans' capabilities," said David Hamilton, deputy director of health and readiness, U.S. Patrol. Army Medical Center at Fort Carson. "If something is beyond our control we can't say 'no' and close our doors, we have to find a way to solve that problem and find a way to provide the best support we can do within our capabilities and know how ask for the help of outside agencies".

When a mass casualty incident (MASCAL) occurs in the Fort Carson or Colorado Springs area, Evans Community Hospital communicates with other local hospitals regarding the event and each facility's patient capacity.

"This activity will help us put this approach into practice," said Hamilton. “MASCAL will also help keep our lines of communication running between us and the Fort Carson Fire Department, the Bureau of Emergency Management and Police Services, and the El Paso County Bureau of Emergency Management” , he has declared.
All of the organizations tested their MASCAL programs during a simulated explosion at the Fort Carson Central Heating and Cooling Plant, resulting in "multiple injuries."
"Our performance should give our patients confidence that their hospital is capable of handling major events and providing the highest level of care," said Hamilton.
Evans' continued commitment to providing this treatment 24/7 meant that the practice had to be completed with minimal impact on daily clinical practice.
Natural Born Killers
"When we put together the training program, we had to consider our training goals and our day-to-day responsibilities for taking care of our community," he said. "Part of our plan was to set aside a provider section (of the ER) for patients who came in in an emergency," he said.
"The management of the hospital has chosen the training days for our personnel to coincide with the 4th Infantry Division's training vacation," Hamilton said. “These days, we have low patient numbers in the hospital due to the military closure, which allows our providers and staff to travel with the required training,” she said.
Hamilton said the exercise showed hospital staff how their emergency department's emergency response system was coordinated with other departments and that they were capable of handling large numbers of patients with high-risk injuries.
"Even though this exercise only lasted one day, every day we have an emergency response here at the Post Office and in the surrounding communities," Hamilton said. "MASCAL exercises, like this one, help determine whether we are meeting our responsibility to provide expert care and demonstrate that Evans Hospital staff are engaged in emergency preparedness and any eventuality that may require our presence," he said .
